Welcome to the Neighbors Against the Marshall County Regional Sewer District website.

If you live in one of the 13 areas designated by the Marshall County Sewer District as needing a sewer system and do not want to be forced to connect to a sewer system when you have a functioning septic then you should join this group of concerned neighbors. These projects the District is trying to impose on us without any input from any of us will be very, very costly for all of us and unnecessary for most of us.

The lakes are just the beginning of the sewer project. The residents of the other areas may not realize they are impacted.

September 10th - Bill Woodward is working on setting up a presentation meeting about aerobic systems, some of the options they provide, types of installs/repairs available, what they can and can't do, costs and more, and any questions you might have for the presenters. This meeting will be open to anyone interested regardless of your position on septic/sewer or if you are even involved in the issue. It will be strictly informational about septic systems.

From the September Sewer Board Meeting:
For those who could not make it to the sewer board meeting today, I thought it was informative for once. Alice Quinn from Indiana Department of Health was a guest speaker and she stated there is no state statute that prohibits installing a new drain field in the same location as the existing one when one fails and you don't have another location to put one. This is not what the sewer board and others have been saying so this is very informative and good to know. And probably the best part of the meeting.

Also I asked at what cost does the sewer board consider the monthly service fee too much to proceed, Dean Colvin stated his position was $100/month, believe it or not Tom McFadden said $200/month. So I asked why are they continuing to design and spend money when without grants it's already over $209? The response was they are going to slow down and look for ways to reduce the cost. JPR suggested maybe not installing the grinder pumps and let the homeowner do that at their expense. So how does that make it cost less? Now the homeowner has to pay for it and the installation and maintain it. So then your hookup cost would go up about $4000-$6000, but you can put it where ever you want. Good luck with that one! I could ramble on but I won't. If you get a chance watch it and skip over most of JPR's comments.

We all need to show up and ask Jim Masterson and Greg Compton why they are trying to convince the other council members to stay out of the sewer issue. The council appoints one person to the sewer board so they are involved and need to support one side or the other.

Many of our residents are on fixed incomes, the financial impact could force them to sell their property.

  • 20 yr cost comparison of new septic to sewer

  • New septic - $14,500 -$22,500
  • Sewer - $100/month service fee = $31,000 - $44,000
  • $200/month service fee = $55,000 - $68,000


  • Review comments from last board mtg made by JPR or MCRSD

  • Last date easement rights can be submitted ( a week or so before the sewer gets to your house
  • Would a petition do any good to stop sewer – NO
  • Possible lien on property and tax sale if you don’t pay service fee
  • Can file for exemption but typically very few get them


  • Sewer system IS NOT mandated by Indiana Department of Environmental Management

    MCRSD has spent about $800k so far
